The test account has the following limitations:  

• Outgoing messages - 50 outgoing dialogs per day, no limit on the number of messages within a dialog.
• Incoming messages - no restrictions.

Thus, WhatsApp has made the channel available to all start-up companies that fit into the specified restrictions on the number of conversations per day, but have not passed the company verification on Facebook* (banned in Russia).
